It is unknown, for now, how much does cost the highest posts in each country. Perhaps some nations are doing better than the others, yet, so called “black market of money transfers for the high, prominent posts” is a real possibility. Money transfers, technology transfers, etc.
Bidding for governance would be a sad decline of democracy as well as degradation of freedom.
